Is it?
I really want to have one, since I'm under 18.
If it's possible, please show me the way to do it.
Thx in advance! :)

I believe so.
You just need a valid checking account or one of those check/debit cards.
I had mine before I was 18

Possible - yes. Legal - no (http://www.paypal.com/cgi-bin/webscr?cmd=p/gen/ua/policy_privacy-outside#introduction).
If paypal finds out, you account can be suspended until you are eighteen and any funds that are in your account, can be frozen.

Why dont you get you parents to make one and then just use it then; once you turn 18 get the account transfered or create a new one.
That is probably the better option since it is legal.

This thread is old but I'm going to reply anyways. Read their privacy policy and terms of use. I believe it's stated somewhere in there.

Ya paypal will allow you if you have a valid bank account or a credit card. It belives that bank people give account to the people who crossed their 18. So no problem

Assuming you are in the United States, when you get to the sign up page, there is a statement there that says
By clicking the button below, I agree to the PayPal User Agreement (https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/UserAgreement/ua/USUA-outside) and Privacy Policy (https://www.paypal.com/us/cgi-bin/webscr?cmd=p/gen/ua/policy_privacy-outside).
In the PayPal User Agreement, there is a Eligibility and Types of Accounts (https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/UserAgreement/ua/USUA-outside#eligibility-policy):
2.1 Eligibility. To be eligible for our Services, you must be at least 18 years old and a resident of the United States or one of the countries listed on the PayPal WorldWide page. This Agreement applies only to Users who are residents of the United States. If you are a resident of another country, you may access your agreement from our website in your country (if applicable).
Unfortunately, this just proves that users do not read these agreements. I know most are mundane and most statements will never apply, but most users will at least skim the agreement for a few things, one I would hope would be eligibility.

I actually called paypal and they said you can be 17 because at 17 you can have your own bank account and debit card, but obviously younger people get them all of the time

Well, there is no problem to open a paypal account if you are under 18 but the only thing is if they find you, your account will be suspended and any funds will be frozen.
Better you deal with paypal personal unverified account until you turn 18
