Hi
Need some recommendations.
1) What is a low amount to budget for buying links? Cannot afford much.
2) How many high PR links to buy to achieve high Google PR & ranking?
3) Any good sites to buy Links from? Is Text Links Ads any good?
Thanks. :)

I used seoster.com and they were great
I also submitted to as many SEO friendly directories as I could find. I made sure that I varied my anchor text (clickable link text) slightly and that I always had my keyphrases in the anchor text.
Obviously onpage SEO is important too, but have a look here to see what can be acheived with just inbound links

Click on 'cached' for LumosLighting.co.uk - I acheived this with just IBL's
Patience is the biggest key though - have patience and you'll get there!

The number of good PR links you need really depends on your competition. In the end, you'd like to have more than they have, but the age of the links matters also. Hopefully, your competitors have few links, so you won't need many to come up ahead of them in search results.
