search a template and modify it, colours, images, layout all.. u know photoshop? cool, then make ur own image,banners, and all the stuff. try to make a valid site, check the http://validator.w3.org/ for the html and css error u made, only if ur not perfect with html and css..

Yes, you can get it for as little as $15, actually. I know some areas, but that's only the domain and hosting. If you want to create a website without using your own knowledge, you would have to pay for that. Otherwise, you can do it yourself and not have to pay anyone.

If you have a bank account you can use PayPal.com, otherwise, you need to find a store around you that sells pre-paid credit card(you put cash on them as the value).
