They already do provide a VOIP Service called Google Talk... it's a PC to PC client that allows you to call other Goolge Talk users for free...

last I read they decided not to do it in order not to upset their partnership with ebay (who owns skype)

ebay anually spends $500 million on google adwords, so I can see why they don't want this relationship to go sour

Atleast they must start the free VOIP Services for the webmasters and giving them cool business..
