I am currently looking for a good proxy server to be used on Windows platform that could track bandwidth stats for each user, but the most important thing is that sniffers in the local network should not be able to intercept user logins and passwords (guess SSH support could help). Can you advise some?

Sambar would be my recommendation. I used it several times and it is really having a good tracking system.
