Is there any way to get the API call limit raised from 1,000?

Contact Google and plead your case (it's not something you can buy though)... I believe http://www.googlealert.com/ was granted an unlimited query key.

if they allowed you to do that why would they limit you to 1,000 in the first place?

Well yeah, that's true the limit is 1000 per key though. It doesn't say that a script can only make 1000 queries per day :)
In that regard scripts that allow users to enter their key are not so much different from asking a few users to send their key to you and use those keys.

will breaking API rules result in terminating Adsense accounts?
we can use 1 account for each proxy. there are at least 10 stable proxeis, so you got 10K searches already.

The terms are no per IP address, but per person. We run over 1 million Google API searches per day from a single IP address (from the keyword tracker (http://www.digitalpoint.com/tools/keywords/) and search engine system (http://www.digitalpoint.com/tools/search/)), but it does not break the terms because each user uses their own Google API key.
As far as breaking API rules terminating your AdSense account, I would doubt it, but I still wouldn't do it personally. If you are going to break any of Googles terms, you need to accept the risks and potential consequences. If you want to break any of Google's terms, don't complain if any (or all) of the following happens...
Your API key becomes inactive
Your AdSense account terminated
Your site(s) banned from Google index
etc...
Point being, is if you are trying to get as close to the line as you can (as far as what you can get away with), you are bound to go over it at some point on accident. Even if the consequences are not related, you would have no room to complain. I've never heard of them doing so, but personally, I think Google would have every right to drop a site from the index if they got more than one Google API key, altered AdSense code, had more than one gmail account, or anything else that is against Google's terms.

Ofcourse there is no way for Google to verify 'key per person'.
Or does Google know I live with 5 brothers and 4 sisters and we work on building sites together? That's 10 API keys right there! ;)
On a serious note, for now I'll stick to the concept of having users submit their key every time

This is violation of their policy? Hell, I have like 4. I didn't know who to send them all out to (I hate choosing some people over others) so I sent them all to myself.

Not saying you are wrong Shawn, I just never read that anywhere. I have friends who are nearing the 20's by now. This invitation thing may have not been the best mode for them.
