SERP= Search Engine Ranking Position
It tells you how good (or bad) your site ranks in the search engines for a certain keyword or keyphrase.
Difference between link buying and directory submissions=
When you buy a link it is placed for a limited time on a topic related website
This can improve your PR (Google PageRank)
When you buy a link in a directory, your website get's listed in that directory under the appropriate sub-category.
An example from a good (but not free) directory is Joeant.com
