VB only costs something like $80 - you can download it off their site

And you get source code so you can turn off/change anything you want.

PHPBB is free. Also check out http://freshmeat.net/ and see if they have anything you like. They have tons of projects.

If you want clean, then learn a little php, get eith VBull or phpbb & remove all the junk bits from the modules, reskin it, and Robert your mothers brother, as we say in the UK (only shorter)

I resent that. Don't mess with a classic. My name is Bob. :D

Your other option, rather than working with packages designed to address almost everyones needs, is to explore component options for CMS like postnuke, mambo, xaraya, etc.
These components are designed to integrate core forum functionality with these content management systems, rather than stand alone. You'll find they retain core functionality, while providing the relevant hooks you'll need to integrate with your own site.
2 points though:
1. You'll need a coder with php expertise.
2. You'll need to know PRECISELY what you want out of it, and be willing to document it, (and be bound by that document as describing deliverables on the part of the coder). This second point is an important one - it'll help you think through and identify your objectives.
You'll prolly find most php pro's would be willing on those terms.
You could also try scriptlance.com - they've hundreds of projects on the go as I write this, and you could get yourself a more reasonable quote. BUT REMEMBER POINT 2.
Cheers,
JL.

phpbb kicks arse
That's not a very politically correct thing to declare on a vBulletin forum. We have had this conversation in a bunch of different threads on this forum and it has always been decided that vBulletin kicks arse compared to phpBB.

well that's what you guys decided, but I thought I'd balance up the views in this post.

phpBB does kick ass when you factor in the price. :)

Just outbid me for Digital Point, I sent my $49.95 in to Shawn by USPS first class mail.
I am sure that if you give him $ 75.00 before my check arrives you can be online with your own forum within 72 hours. :)
