You need to talk to the owners of the sites you want back links from.

When I want to exchange links with someone, I add their link to my site 1st, then email them to ask if they'd be so kind as to reciprocate. Remember to include all of your info (title, url, description, etc.) in the email. Hope that helps and good luck with your site!

I think you are asking how you get a backlink. I think you are also interpreting the term backlink as the same as a reciprocal link.

I think (I am not a great expert so correct me if im wrong someone) a backlink does not need to be reciprocal. Rather a backlink is just a link from a site that google deems authoritative.

If I am right, you then seek links from authoritative sites. Or just build links; some will end up being back links and some will not but they all count.
