Best depends on your needs and how you use the application. (Most people can only tell you about a product they have used, while few people have used more than one or two systems)
It would be ideal for you to try several yourself!

unfortunately, China blocked google analystic, so if your site had a google analystic, IP from china can't access it.

Man, I just saw in another thread a guy who posted screenshots of graph tracking traffic to his site and was about to post in there and ask him what software he was using. I had this thread in another tab though and clicked on Google Analytics and saw that was the one he used. Just inserted the code on my forum a second ago. ;)

Google Analytics has its limitations. Some visitors will have no Javascript (many current mobile phones, old browsers, or browser plugins such as NoScript) and these will never be tracked by a high-level statistic tool such as this. It also uses cookies, which can also be disabled client-side.
Server-side statistics software, such as AWStats and Webalizer track access at the server level, without depending on javascript or connections to a third-party site. The catch is that they are not nearly as easy to install or interpret.

You do not need to pay for Google Analytics, I think it is the best. You can find your site information and analyze it.

If you run your own MS based server or VPS AND you are tracking just one site, I recommend SmarterStats.
It's free for one site and gives you a lot of deep info such as what particular image is being pulled. That lets me see which image ad is working on CL.
You can find it at http://www.smartertools.com/SmarterStats/Free-Web-Analytics.aspx
I also use Google Analytics which is a great free tool. It just doesn't give me all the data I want when I need to drill down.
I'm not associated with SmarterStats. :)
My $.02.
