I believe you still can. The main difference is that with an unverified account, the amount you can deal with is limited to $100 a month transaction or something like that. And if there is any too big an amount transfer, the chances of getting your account suspended is high. The other thing about unverified account is that since people do not know who you are, they may not want to deal with you. Verified accounts give them a sense of security that they are dealing with the person they are working with.

$100 is the sending amount you are restricted to IMO.

You can withdraw money by cheque even if you are unverified, but it is restricted. You have a particular sum you can withdraw in a month, and a particular life time sum. Once you exceed that, you have to get verified in order to be able to send and receive payments.

Either way, you have to do verification at some point of time, so if you have a credit card, do it now:D
