I hear there is the thought that edu blog comments are worthless, can anyone give me there thoughts on this.

20 x PR4 blogs, comments on each one with anchor text back to site, will this increase site linked via anchor text in SERPs?

Yes it works, as I heard and read. yet, I have not tried on the same.

.edu and .gov domains are actually ranked well in SERPs.

.edu sites are often known as authority sites. Posting comments in these sites can really improve your ranking.

.edu is a much higher respected source of backlinks than .com. It would be a very good idea to comment on .edu blogs if they are do follow and relevant to your niche. They should help in the SERPs I know the commenting I have done on high PR blogs with do follow lifted me to a decent position of course this was not the only means I used to gain backlinks.
