This is quite new site which i don't think is reliable, because it has no PR.So,first of all they need backlinks for their own site before offering to others.
For link building for your new sites you should do directory submission to free directories, blog commenting to relevant blogs and forum posting with link to your site in signature.
Hope this helps.

Don't resort to such tools. Doing it manually is still the best way to build links. You can monitor the quality and relevancy of links you're building for your site.

Try to get backlinks yourself. You can see the quality of the links you are building and it will help you in the long run. Plus, it saves you money.

Well there are two possible scenarios, one this is your site and you are trying to promote it.
Or scenario two you legitimately need help with link building, in which case I would recommend reading up on the forums because you will do a much better job of link building for your own site because you will know exactly what message you are trying to send. SEO services look at numbers, not quality or reputation.
Some places to start building links:
***Create linkbait (content people want to link to).
Social bookmarking
Article submission
Directory submission
Blog commenting
Forum signatures & free classified ads

These automated services are of no use.Manual link building is all time best.

hey folks..was out on vacation.
I came across this site while I was checking PR of another site using highpagerank.org.I an't interested to promote other's stuff when i dunno how to do it for myself.Anyway,I decided to try it anyway and don't seem as bad.I found another way to get more backlinks and i don't care if it's new service or years old.(didn't cost a penny anyway !!)

Lol...are you not trying to suggest that his main intention is to promote this site, by creating this thread in the first instance?!
