Or do you link to the specific url.

Say your site is swineflusymptoms.com and you are trying to promote it on blog comments. Would use do :

anchor: swine flu symptoms
link: swineflusymptoms.com

or:

link: swineflusymptoms.com/symptoms

I'm interested to find out what you guys do, cheers!

Most people promote home page only in order to achieve PR for main site.

I always try to get a good mix of links to my home page and the inner pages. Some of the link juice going to an inner page will push around to pages near it. This will help them get indexed and also help them rank in the search engines for their main term. Also, if your site is designed in a hierarchy then PR from inner pages will push up to the home page anyway.

Depending on the keyword. I make landing pages related to that keyword like: site.com/keyword.html
