Love the list I have the majority in my favs but I think I can add a couple more with this and good job taking the time to put the PR next to the site. Anyways excellent post and after I looked it over you didn't miss any good article resource.

I am just beginning with article marketing.. is Google PR the main parameter to look for? Or do any other thing count when building an article resources list by priority of use..?

Not trying to be a jerk, but what is your criteria for claiming that an article directory is one of the top 25? In my mind a top article directory has to:
1) Not give only nofollow links - articlebase is one on your list that only gives nofollows
2) Get spidered at least somewhat frequently - two month old articles that I published on articlebiz are still not in the google cache, and when I look at other articles on their site I cannot find any of them in cache either.
3) Actually publish the articles that they said they have published - I cannot find the articles articlecube says they have published, not by their onsite search or through google.
4) Provide traffic from other sites that are likely to reprint my article my article - so far the only two I have seen do this are Isnare and buzzle.
I cannot speak for the entire list, but I am having a difficult time finding many worthwhile article directories. Isnare is definitely one, but I would like more if for no other reason than to provide some diversity in the sources of my incoming links. Buzzle seems to be pretty good, but they are really tough on approvals.

Very nice list. Thanks for sharing. One thing I've noticed about Buzzle, and the reason why I don't submit articles to them is they require original content only. So it's either I can get one article on 20 sites or I can submit it to Buzzle. Easy decision.

Normally you can submit your article to Buzzle first and then few days later to other directories. However, they advise you to not do this too many times as they would finally remove your articles.

I have a list myself and I say this is a solid list. Directory critic has 1000...yes that's 1000 articles listed for article directories but most of them either don't publish the artilce, have gotten redirected/parked or just don't get spidered. If you have zero time to waste I would suggest using ezinearticles exclusively until you are positive the other sites will accept your articles; nothing worse than spending hours submitting only to find out 5 out of the 500 submitted got indexed.

That's a good point. It just doesn't seem worth the effort to me though. If I write a few articles and want to publish them, I want them on ezine as soon as possible. I don't want to wait for Buzzle to get around to approving them. I consider it their loss to not make things as easy for authors as possible.
Maybe I'm being too hard on them?

PR doesn't matter that much. Your article will not benefit from the linkjuice unless it stays features on the frontpage of each article directory.
Apart from Ezinearticle.com all article directories are useless in means of traffic.
A golden rule is to submit unique content no matter what directory you use..
