Money, of course! You will need heaps of it if you want good backlinks and PR.

Side note: You can lower your font size a bit so your post is more readable :)

submit them to social bookmarks if they are any good. Of course your sites need to be interesting, otherwise, no traffic, no backlinks.

1. social bookmarking <<just type into google if you want a list
2. article directories www.ezineartiles.com www.goarticles.com
3. exchanging links with relevant sites www.linkmarket.com
4. forums you need to place the link in your sig
5. blogging about your sites making sure to send links back to them
6. commenting on blogs
7. Press Releases
8. guest writing for blogs or website

Back to basic. It is all about building DoFollow backlinks to your sites. With DoFollow backlinks, you can increase your sites' PR. The are many ways to build backlinks. Some of the common ways are:
- do forum posting (leave your signatures)
- blog commenting ( leave your URLs)
- write articles and submit them to article directories.
- submit your sites to SE directories
- exchange links with other webmasters
- participate in social networking sites ( build your sites' link in the communities)
- etc

a word of caution: build your backlinks slowly, else you'll get slapped by google. i.e., don't get a burst of many backlinks when you're starting out

Hello,

I have studied quite a lot about SEO and related stuffs and its importance to PR. Pr does not depends on SEO services only but also on the content of the web site and keywords.

I suggest you should work on them also.
There are many SEO services which are helpful in improving the PR of a site :
*Social bookmarking
*Article submissions
*Press release submissions
*blog comments
*Link exchange with relevant sites of high PR

One thing I wanted to ask to all of you is social bookmarking is there a tool that can be used to sumbit to multiple sites, or is it better manualy

There are tools, but it's pretty useless to do automatic submitting, it's better to target a maximum of a dozen social sites and submit to those and build a network there. After a few months you'll have something that will work, don't expect instant return on time investment though.

not neccessarily the case. I may take time, but you don't need money to aquire good links.

Posting in forums is not enough... you will need an SEO strategy. Lots of factors affect page ranking and traffic to your website.

Different ranking algorithms are also used by search engines.
