when someone buy something using your referral link, you get commission

some don't need a sale. By CPA it means cost per action. So based on what action the advertiser set, you'll get paid if your visitor complete that action. It could be email submits, zip submits, free trial sign ups, surveys.

it is like you can earn money by just submitting emails or filling in surveys

Some CPA program need you to read the advertisement email only. You get paid by reading email.
