Yeah one thing that really irritates me are affiliate networks that don't let you see the offers/merchants until you have signed up with them. They lose a lot of quality affiliates this way as most good affiliates don't want to give out particulars just to browse some merchant programs.

IF you have specific offers you are looking for or want to know email them, they will provide you a list. the reason they don't make it all public is if everyone knew what offers and what they were paying etc.. the other affiliate networks would use that to their advantage to try to steal clients, by either paying more or by trying to get that offer etc..
Any affiliate i have asked up front for offers has provided a list.
If you are looking for specific offers, pm me i will look through their offers for you.

Does anyone advertise through Maxbounty? It seems that most of these groups are only interested in fat signup fees and could care less if you offer works -- no refund, sorry and thank you for playing. I know CJ is the most expensive when it come to this. Maxbounty -- $500 to set up a campaign without a guarantee of a single affiliate.
Any advise here?

If you have concern contact them. As you could tell them your offer, the amount you plan to offer per lead or sale etc.. and i am sure they could tell you if similar offers have done well with them or not in the past.
