Google should provide opt in urls like their url filtering system

Perhaps google should come up with something like their opt-out url filtering system. The opt-in of an advertiser's url would ensure a particular advertiser's ad is shown as long as their campaign is running. This would ensure less mistargetting of ads. This would help with the frustration of not having the best ads shown all the time.
