Because you need to be from the US. You aren't missing anything anyway - Yahoo Publisher has horrible targeting and pays a fraction of what adsense does.

I have a YPN account and can tell you that it used to pay more, a lot more - now it pays less, a lot less - in some cases, 90% less - and their targeting is horrible, so the CTR is WAY less, which means net payouts are even smaller. YPN is a joke.

With yahoo ads you would be restricted to use any other affiliate or ad service other that yahoo. if you do so your yahoo ads account will be banned. So until they update their policy stay away from yahoo ads.
