Free Links or Reciprocal Links, what is the answer?

I have a PR3 site with a sub-domain directory. I need traffic to my site so I have added a forum and and article directory all associated with main site.

Should I allow free linking in directory or just allow reciprocal linking?

I always thought one way links were the best but I see so many directories with free linking?

submitting to directories as much as possible...

for me one way link is the best way of link building to gain page rank. but according to matt you have to focus linkbuild with related sites...
