I'm new to SB, so you sign up, then what, just name your site, give some info on it, and that's that?
Is there any strategy as far as how you sell your site and what you say in your "story" sectin or what not?

When submitting to the major bookmarking sites the title is of utmost importance. It can make or break your article. On sites such as reddit, all you have is a title - so make it count.
When you're submitting to the smaller sites, its more for links rather than actual traffic (as you won't get much), so vary your description and titles otherwise they will be labelled as duplicate content. You should also concentrate on dofollow sites (such as SoLinkable (http://solinkable.com)).

Some interesting description and title will sure attract more attention and thus more votes & traffic.
If you're going to heavily use social bookmarking sites for driving traffic - customize your profile, add avatar, photos, bio, etc
Try to add friends, be part of the community. It will help to get more votes in the long term.
