I agree with Lexiseek, you should set a budget and then spend that on buying links as well as on other form of free link building.

If not, then look at more traditional methods of link building including hub sites, submitting articles, and offering great content that attracts natural linking.

Also imortant thing when buying links is weigher they are lifetime or not. Buying links for 1 month and then dropping them (several times in a row) may decrease your rank too.

The best ways to get some good back links, is through forums, website directories, blog commenting, and social networking.

The thing with building links effectively, is that you need to do it slowly over a time period; otherwise the search engines may Sandbox your back links. (This can look bad on your website)
