Best place to get foreign TLDs

I have been thinking of purchasing a domain name that ends in ph (philippines) for geo targeting ... When I search the net for purchasing a domain name that ends in ph, I never heard of the companies and don't know who to trust. Hard to find a U.S. company that sales ph domain names.

If you are looking for a .ph tld, who would you trust or recommend?

I've never registered any .ph domain so far but just googled and found few US based companies offering .ph domains
