Specific Request for Blog Software

Help..

I am looking for Blogging Software that I can run as a server on my XP Pro box under IIS. I do not want to install PHP or SQL - I want to use flat files and publish to my WWWROOT directory directly - I should include RSS feed's as well - anyone know of something that will work?
