Blogs: Regular updations targeting different keywords from blog posts and blog navigation.
Forum Postings: on going process
Social book marking : digg.com, del.icio.us, blinklist.com,
Social Media Optimization: On going process, can be done once or twice in a week
Wikipedia:
- making content on wiki sites and linking to our website
- this would bring traffic to the site along with link value in some cases.
Article Submission: At least 2 articles to be submitted per week. Will have to be rephrased by the concerned person till the content is arranged from somewhere.
Link Exchange: Confirmed 5-10 links in a week

Nice link building tips, also another great way to build links for a very low cost is by getting links directly from other webmasters (http://buysponsoredlinks.com/2008/10/buying-links-directly-from-webmasters/), also don't forget that traffic can come from other places not just search engines, so focus more on getting links from sites with high traffic (http://buysponsoredlinks.com/2008/10/nofollow-who-cares/) even if they have a no follow tag.

Those are all great but the best way to really get backlinks that google likes and values are the natural links. Which means other websites or blogs linking to your website or articles.
