I dont know if it is posisble or not but can anyone refer me to a domain registration service that with following attibutes:-
1-Accepts money bookers
2-Cheap in price ( around 4-6 USD/year for .com domain- need registration for 10 years)
3-Do not force to buy hosting plan too like many domain name sellers.

I do not know of any legit Domain registrations that offer that cheap. Most that do offer cheap are only offering a cheap price for the first year. Be careful because many cheap companies often offer low or no support and it is hard to transfer to a new owner if you every want to sell.
As far as Money bookers, the only legit company I know that accept that is dynadot.com. I have never used them but they do have a free push to a new owner. However, they are not cheap.

I have never ever seen domains that cheap plus what is the big deal $8.99 a year is nothing

Keep in mind that most of the time, the cheapest ones don't offer such a good support. And if you're looking for only one domain, that you want to keep for 10 years, why don't go with some recognized company?

It's often wise to play safe - especially if you're getting a domain for 10 years. Personally I find namecheap's customer service is second to none.

crabtreedomains.com right now has 1.99 .info's they accept paypal? Isn't paypal close to moneybookers? hope that helps.

As per advises I went to dynadot. Bought http://languageproz.com for 10 years. It was expensive as compare to others but playing safe is important.

I think dynadot.com is the best place for prices at the moment, although I have not any domains there.

Why don't you try with Hosting.India.to?
They are very cheap.
