When i look at the rank of a particular keyword, lets say the word is "toy collections", my first result (the black number) is 7.

a couple columns over in the Weekly Change column, is a -1 in red.

Does that mean I dropped one place?

by the same token, if I see a green, 29, that means I gained 29 spots, right? So my rank is not 29, but the 7 in black.

On page rank page first number gives position in SERPs
second whether you have gone up or down for day,
third how much change you have had in a week
last whether you are up or down for month, assuming you have month's worth of data.

It depends on what column you are looking in. The Rank is where you rank now (or most recently). If it's green and a 29, it means you rank #29, but you rank better than last time.

The Change columns tell you how much you have changed (and what direction) since yesterday, 1 week and 1 month ago.
