I was wondering if people think it's better to have high page rank backlinks that are not relevant to the anchor text or if its better to have backlinks that are lower in page rank but are relevant to your anchor text.

I think lower PR, but relevant links will do you much better in the long run. Your search engine ranking will benefit greater with this notion

depending what you want if you want high pr than it doesn't matter what the anchor text is. So the high pr site is better. But if you want to increase your serps than the lower pr anchor text links are better

Highly relevant sites will always work more in your favor when it comes to trust in Google's eyes (and therefore SERPS).

Relevant links also have the advantage of being able to send quality direct traffic to your site. If the PR is too low, they still might not have much effect on your rankings though.

I also think it depends on what you want. But both are important in their own way. if you want higher PR then link from unrelated higher pr site is more important.

I would choose the relevant links with lower pr.

I voted relevant backlinks are the way to go. Plus any traffic you receive has a better chance of converting.
